Senior Technical Advisor II – Digital Transformation

About the role

IREX is seeking a Senior Technical Advisor II to lead digital‑transformation and information‑landscape initiatives across donor‑funded programmes in Guatemala. The advisor will work closely with partner organisations, provide hands‑on technical assistance, and ensure effective implementation, monitoring and learning.

Key responsibilities

• Oversee day‑to‑day programme operations, including partner follow‑up, consultant coordination and activity tracking.
• Design and deliver technical assistance on institutional strengthening, GenAI policy, business management and security‑related issues.
• Manage grant‑related processes such as intake reviews, technical verification, scoring and rapid‑response fund eligibility.
• Collect implementation evidence, update monitoring tools, prepare quarterly reports and translate lessons learned into adaptive programme adjustments.
• Support the start‑up of new activities and contribute to proposal development, evidence gathering and partner outreach.

Required profile

• Minimum 5 years of experience in programme management or technical advisory within international development or education sectors.
• Proven ability to coordinate multi‑stakeholder projects and deliver results in complex, risk‑aware environments.
• Strong understanding of digital transformation, information ecosystems and donor‑funded programme cycles.
• Excellent written and verbal communication skills in English.
