Jefe de Licencias – Construcción

About the role

The Licenses Manager will plan, manage and monitor all licensing, permit and authorization procedures required for construction projects in Guatemala. The role ensures regulatory compliance, effective communication with public and private entities, and project eligibility with the Instituto de Fomento de Hipotecas Aseguradas (FHA) to keep projects on schedule.

Key responsibilities

• Identify, plan and coordinate all licensing procedures for project initiation, development and closure (municipal, environmental, fire, water, traffic, etc.).
• Submit and follow up dossiers with municipalities, water and drainage authorities, and other relevant public institutions.
• Prepare, review and organize technical and legal documentation (plans, studies, deeds, appraisals, environmental impact studies) in collaboration with technical and legal teams.
• Monitor response times of institutions and address additional requirements promptly to avoid delays.
• Act as the direct liaison between the company and governmental/private entities, presenting projects clearly and maintaining professional relationships.
• Lead the FHA eligibility process, ensuring technical, legal and financial documentation meets FHA standards and follow up on observations until eligibility is granted.
• Supervise and train the Licenses Assistant, assign tasks, track dossier progress and ensure deadlines are met.
• Maintain a physical and digital filing system, produce periodic progress reports for management, and stay updated on regulatory changes.

Required profile

• Proven experience in managing construction licensing processes in Guatemala.
• Strong knowledge of municipal, environmental, fire, water and traffic regulations.
• Ability to coordinate with multiple public and private institutions and represent the company in technical meetings.
• Leadership skills to direct and train a junior assistant.
• Detail‑oriented with excellent organizational and reporting abilities.

Required skills

• Knowledge of Guatemalan construction licensing regulations.
• Familiarity with the FHA eligibility process.
