Local Developer for Case Management System

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks a Local Individual Contractor to act as a developer and trainer for its Case Management System (CMS) supporting the National Civil Police (PNC) in Guatemala. The role is home‑based and focuses on creating training materials, technical documentation, and delivering hands‑on training to ensure sustainable CMS maintenance.

Key responsibilities

• Develop a comprehensive training plan for PNC IT programmers and developers covering CMS architecture, database administration, security, monitoring, backup and recovery.
• Create detailed technical manuals for CMS maintenance, including system administration, preventive maintenance, technical architecture and troubleshooting guides.
• Deliver hands‑on technical training to PNC developers and system administrators on CMS operation, maintenance and updates.

Required profile

• High school diploma or equivalent.
• At least ten years of experience in developing, implementing and managing IT systems, preferably in public, police or security sectors.
• Proven experience in backend development with PHP and Laravel.
• Strong knowledge of PostgreSQL and MySQL databases.
• Hands‑on experience with RESTful API development, Eloquent ORM and integration with external APIs.
