Consultant – Design Architecture for Human Rights Defenders Protection Policy

About the role

The Office of the High Commissioner for Human Rights seeks an experienced consultant to design the overall architecture for operationalising the Public Policy for the Protection of Human Rights Defenders in Guatemala. The role involves producing a series of deliverables over a 16‑month period, from work planning to final strategic recommendations.

Key responsibilities

• Develop a detailed workplan with methodology, timeline, and monthly targets (Month 1).
• Compile and classify international norms and standards relevant to human rights defenders in Guatemala, including comparative regional experiences (Month 4).
• Design the institutional architecture for the protection system, proposing coordination structures among COPADEH, MINGOB, and civil society, and analysing gaps in existing frameworks (Month 8).
• Analyse and propose methodological enhancements for the Attack Pattern Analysis Mechanism, incorporating gender, cultural relevance, and territorial considerations, with a decentralisation roadmap (Month 12).
• Provide consolidated coordination reports on related consultancies, ensuring coherence with international standards (Month 16).
• Prepare a final consultancy report summarising progress, assessing output relevance, identifying gaps, and offering strategic recommendations for sustainability.

Required profile

• Advanced degree in law, public policy, international relations, or a related field.
• Proven experience in human rights policy design, institutional analysis, or comparable consultancy work.
• Familiarity with international and Inter‑American human rights standards.
• Strong analytical, writing, and stakeholder‑engagement skills.
